The approval of the legislation comes after months of negotiations and an end to a dispute with Republicans in Congress, and is seen as a rare victory for the president as he seeks re-election.

The new law allocates billions of dollars in new military aid to Israel despite concerns from the international community about the fate of civilians in Gaza.

The United States should allocate more than $9 billion in funding to meet “urgent humanitarian needs” for “vulnerable populations around the world,” particularly in Gaza and Sudan.
